Kommentar/Beschreibung

The course introduces the students to the concept of federalism. Federalism as a form of institutional structuring has spread all over the world in the past 60 years. More and more countries implemented federal structures or deepened their existing federal institutions. Thus, the examination of the concept of federalism is important in order to understand the opportunities federalism can provide, but also the challenges that states can face by implementing such a structure.
The first half of the course is about the theoretical framework. Starting with a definition of federalism, we will trace the origins of federal political systems. In the aftermath we look closer at the distribution of power and the role that money plays in federal political system. Furthermore, we have to recognize the influence that ethnicity might play in multinational societies and how unintended problems of federalism can be solved.
In the second half of the course, we will deal with empirical examples and examine closely a variety of federal political systems. This selection includes western states, but also examples of the Global South. However the selection of the cases can be altered if students have a specific interest in another case study.
