Access to health and health care has become increasingly politicised in recent years across Europe and beyond, fuelled not least by the COVID-19 pandemic, but also by broader dynamics of rising social inequality, multifaceted strain on national health and welfare systems (including demographic change, digitalisation and globalisation), and the increasing polarisation of political discourses. This seminar examines current challenges to national health(care) systems and their implications for public and individual health.

In this course, we will approach the larger themes of health(care) regimes, health(care) policies and politics from theoretical, systemic and empirical perspectives. In so doing, we aim to gain a fundamental understanding of the key factors and developments that currently shape health(care) systems and their political regulation. To this end, we will first examine different theoretical, legal and political conceptions of health. We will then look at the institutional and normative characteristics of different health(care) systems in Europe. To assess and explain current challenges of these systems and potential repercussions, we will also look at a) the wide variety of actors involved in the politics of health and healthcare access, including political, corporatist and civil society actors; and b) those who are targeted by health(care) policies and systems.
